Traffic Information, Limited Traffic Zones, and Parking in Pavia

Traffic Information
7 November 2026

Crossed by the Ticino River and featuring a historic center rich in medieval and Renaissance landmarks, Pavia is a city best explored on foot as you wander through its squares, churches, and ancient palaces. The Ponte Coperto, the Visconti Castle, the Cathedral, and the Basilica of San Michele Maggiore are among the most interesting sights, while the university helps create a lively atmosphere in the city at all hours of the day and night. For those arriving by car, it’s helpful to be familiar with Pavia’s restricted traffic zone ( ZTL ) and regulated parking areas, so you can plan your visit without having to drive through the most sensitive parts of the city center.

The Historic Center: Among Medieval Towers and Historic Architecture

The best way to get to know Pavia is to walk through the streets of the city center. Piazza della Vittoria is one of the city’s main landmarks: arcades and restaurants alternate with historic buildings and streets leading to the Duomo, distinguished by its majestic dome. Not far away is the Broletto, an ancient municipal building that bears witness to the city’s political and administrative role in the Middle Ages.

Among the must-see attractions is the Basilica of San Michele Maggiore, an important example of Romanesque architecture, while the Visconti Castle houses the Civic Museums and overlooks a green space that’s perfect for a break during your visit. Continuing toward the river, you’ll reach the Ponte Coperto, Pavia’s iconic landmark, which connects the city center with Borgo Ticino on the opposite bank. This itinerary allows you to alternate between monuments, views of the river, and moments of relaxation without having to use a car to get around the city.

Pavia’s Limited Traffic Zone (ZTL): Be Aware of the Different Zones

The City of Pavia has designated three restricted traffic zones (ZTL), identified by the colors blue, light blue, and green, each with different rules:

  • The blue zone is a pedestrian area where vehicles are not permitted to drive or park;
  • In the light blue zone, access is restricted to authorized vehicles, and parking is not permitted;
  • In the green zone, only vehicles with a permit may drive or park.

Restrictions are enforced, and access should not be taken for granted, even when the destination is located near a street open to traffic. Guests staying at a lodging facility within the ZTL should ask in advance if there are procedures in place for temporary access or for loading and unloading luggage. It is important to verify your specific situation directly with the facility and consult the official map before setting your GPS.

Where to Park in Pavia

For those who want to reach the city center without entering the restricted traffic zones, one option is to use the regulated parking zones (ZSR) and the parking lots located throughout the city. Rates and hours vary by zone: the city distinguishes, among others, red, orange, and purple zones, each with different costs and specific conditions for holidays.

In areas managed by ASM Pavia, parking fees generally apply from 8:00 a.m. to 12:30 p.m. and from 2:30 p.m. to 7:00 p.m.; However, the city publishes updated maps and rates to help drivers choose the most suitable area; therefore, before parking your car, it is advisable to check the signage and verify the conditions of each specific area without relying on rates that apply in other zones.

If you’re planning a visit to Pavia that lasts just a few hours, it might be convenient to park on the outskirts of the city center and continue on foot: the main attractions are relatively close to one another, and walking through the city is an integral part of the experience.

During city festivals, cultural events, and activities along the Ticino River , road closures, parking restrictions, or detours may be in effect. On these occasions, it’s a good idea to check the city’s announcements before heading out, especially if you plan to park near downtown or cross the Ponte Coperto.
